When Bobbies Retire

When a good bobby leaves the 'job' and retires to a better life, many are jealous, some are pleased and several who have already retired, just wonder.

We wonder if he knows what he's leaving behind... we already know!

  We know that after a lifetime of camaraderie (that few others  experience) those memories will always remain as a longing for those past times. 

We know in the law enforcement life fellowship lasts long after the uniforms are hung up in the back of the closet. 

We know that his old sense of responsibility will remain with him with every step and breath that remains in his life. 

We also know how the very bearing of the man speaks of what he was and in his heart still is.

Once a bobby, always a bobby!

You will still look at people suspiciously, still see what others do not see (or choose to ignore).

He will always look at the rest of the law enforcement world with a recognition and  respect for what they do- drawing on a lifetime of experiences.. 

Never think for one moment you are escaping from that life.  You are only escaping the 'job' - you have only been excused 'active' duty. 

So what I wish for you is that whenever you ease into retirement, in your heart you never forget: 

'Blessed are the Peacemakers for they shall be called children of God,'

After all, you are still a member of the greatest fraternity the world has ever known..

Death of a retired Police Officer - Sgt James Robert (Jim) McIntosh

It is with regret that we announce the death of retired officer Mr. James Robert (Jim) McIntosh from Catterick, North Yorkshire who died on 01/12/2010 aged 72 years.
Mr. McIntosh originally joined Durham Constabulary and served at Barnard Castle and Bishop Auckland before transferring in the rank of Sergeant to Northumbria Police in April 1974. During his service with Northumbria he was posted to the Regional Crime Squad which was based at Durham at the time. Mr. McIntosh retired from Sunderland (West) in 1988/89.

Volunteers : Prince's Trust Team

I am currently leading a Home Office project to encourage retired police officers to become involved in volunteering with organisations such as The Prince’s Trust. I was wondering if you could send the attached advert to your members locally in any newsletter/e-bulletin you circulate? There is a general ad on the NARPO website but I have found a more direct approach has yielded more interest – it is a really great opportunity for your members. If anyone is interested they can contact me directly for more information.

Are you a retired police officer, or about to retire? Are you interested in making a real and lasting difference to the lives of young people in your local community? If so, The Prince’s Trust has a range of volunteering opportunities available to you.
The Prince’s Trust work with 14 to 30-year-olds who have struggled at school, have been in care, are long-term unemployed or have been in trouble with the law. They give practical and financial support, developing key workplace skills such as confidence and motivation. The Prince’s Trust help 100 young people every day and more than three in four of them move into work, education or training.
Whether you have a few hours a month or are available full-time, there is a rewarding and challenging volunteering opportunity for you. If you can give:
 four hours every month you can mentor a young person and help them to progress in life
 one or two days a week you could help coordinate other volunteers to enable them to support young people
 20 days over a 12-week period you could support 15 young people as they progress through a personal development programme
Opportunities are available throughout Wales and England - from Bangor to Barry and Cornwall to Cumbria.

Health & Safety proposed TV documentary - Wanna Be a Star?

Nutopia Television is developing a potential Channel 4 programme about the Emergency Services.


We plan to explore the impact of health and safety legislation on the work of the police and emergency services; to study how both working practice and attitudes to risk taking may have changed over the past few decades.
We want to find out whether, and how, the evolution of health and safety has helped or hindered the work of police, fire and ambulance crews. I am therefore searching for a very broad range of police experiences from different decades to help our early research.

Anecdotal item from the Internet. Please note, there is no verification that this this story is true (in fact I think it an unlikely tale and wonder if it isn't a send up in itself ?)  Nevertheless a cautionary tale for your consideration. This could happen to YOU!

"I bought grocieries valued at over £150 from a supermarket.  I glanced at my receipt as the cashier was handing me the bags. I saw a cash-back of £40. I told her I didn't request a cash back and asked her to delete it. She said I'd have to take the £40 because she couldn't delete it and she was supported by her supervisor. Taking the £40 would be a cash advance against my Credit card and  I wasn't paying interest on a cash advance!
I again refused to accept the advance and the supervisor instructed the the cashier to delete the whole order and re-scan everything!

The second time I looked at the electronic pad before I signed - a cash-back of £20 popped up. At that point I told the cashier, who immediately deleted it. The total came out right. (The cashier agreed that the Electronic Pad must be defective.) Can you imagine how many people went through before me?"

 It was further alleged that a colleague went  to a n unnamed supermarket the same week. She had her items rung up by the cashier, who hurried her along but did not offer a receipt. Only after a specific request did the cashier give it to her. The receipt showed that she asked for £20 cash back. SHE DID NOT ASK FOR CASH BACK!
This is a new scam that is alleged to be going on. It is alleged that the cashier keys in that you asked for cash back and then hands it to her friend, who is the next person in the queue.

Please, please, please check your receipts right away when using credit or debit cards!

WRITE TO YOUR MP TO URGE THEM TO SUPPORT AN EARLY DAY MOTION ABOUT THE CHANGE TO CPI
EDM 1032 has now been laid and is couched in terms designed to secure maximum cross-party support.
You will see that it does not go as far as supporting the retention of RPI but asks for a proper evaluation before any changes are made. It will not preclude us from continuing our campaign for retention of RPI.
Indeed, it will provide us with another avenue for arguing our case. Therefore, we urge all members to contact their MPs to ask them to add their signatures to EDM 1032.Please see the NARPO website www.narpo.org and please, please, print off a copy of the letter concerning "Early Day Motion 1032" which is about the proposed change in Police Pensions from RPI to CPI, and send it properly completed to your MP. I have checked that "outwith" is a proper word so you only need to complete your details and the MP's details prior to sending the letter to him.

I can't stress enough how important it is for you to send the letter because the effect of the change from RPI to CPI will cost you a lot of money over the years. It doesn't just affect police pensions but other pensions and benefits that you or your family may be getting, so prepare letters for them to sign as well.
It is our one chance to do something that may protect our pensions and those of others so PLEASE ACT NOW.

INFLATION FIGURES FOR SEPTEMBER ANNOUNCED

The latest inflation figures have just been released and the CPI stands at 3.1% whilst the RPI stands at 4.6% for September. As you will know the September inflation figure determines the increase to police pensions in April the following year.
This Government have in their budget indicated that public sector pensions will rise by the CPI and not the RPI from April next year and whilst NARPO is actively campaigning against this move, together with other pensioner groups, the indication at present is that police pensions will rise by the CPI in April next year.

The International Consortium of British Pensioners is fighting for fairness for all British pensioners, who choose to live abroad, seeking that their pensions be index linked. On 17th March 2009, the High Court announced its decision on the question of the Judicial Review taken by the Police Federation in respect of the commencement date of the new commutation factors in favour of the Police Federation.
The Home Secretary had 14 days in which to appeal this decision. No appeal was made and the new factors were introduced and backdated effective as from 1st December 2006.

PUBLIC SECTOR PENSIONS OVERPAYMENT
Recent questions in the House of Commons and attendant publicity has highlighted an issue of overpayment of pensions to retired public sector employees including those in the police scheme.
This is a complicated issue.
In essence, the problem has to do with the Guaranteed Minimum Pension, its calculation, index linking and impact on the individual's Police Pension index linking.
Guaranteed Minimum Pensions were provided by public service pension schemes between 1978 and 1997. The problem will not affect any pensioner unless he or she is over State Pension age with service in this period and for whom the force have no record of a GMP.
It is estimated that between 1220 and 1830 (1% - 1.5%) police pensioners in England and Wales may be affected by this miscalculation. No overpayments are to be recovered but an adjustment will be made to the pensions of those affected in April 2009.

Overseas Pension and Guaranteed Minimum Income
There has been considerable discussion recently about the question of Guaranteed Minimum Pension and its relationship with the Police Pension. as part of the fall out from the 'overpayment' of pensions recently reported in NARPO News we have been in discussion with colleagues in the Public Service Pensioners' Council. We have been made aware that some public sector pensioners, who retired to countries where the UK state pension is not index linked, have not been receiving the Guaranteed Minimum Pension increases to which they are entitled.
We must make it clear that this situation is only applicable to those in excess of state pension age living in those mostly former Commonwealth countries where the UK state pension is frozen and who have service between April 1978 and April 1997.

Death of a retired Police Officer - PC 1138 William Sudder

It is with regret that we announce the death of ex PC 1138 William Sudder.  Mr Sudder died on the 3rd November aged 80 years leaving a widow Elsie.
Mr Sudder retired from Sacriston in 1977 following 27 years service.  He had previously served at Durham and HQ CID.

Death of a retired Police Officer - Inspector John Goldsborough

It is with regret that we announce the death of ex Inspector John Goldsborough of Chester-le-Street, Co Durham.  Mr Goldsborough died on the 22nd October aged 80 years.  He leaves a widow Joan.
Ex Inspector Goldsborough retired from The Police Training Centre at Dishforth whilst working there on secondment.  He had previously served at Darlington, Park Lane, Boldon Colliery, Castletown, New Durham, Barnard Castle, Stanhope and HQ Control Room.  He was also seconded to The Police Training Centre at Newby Wiske during his service.

Hello Alan,
I was interested in the "Those Were The Days" section and noticed Sgt. Gordon English has departed (Yes 18th. May, 2010). I believe that he was on the Mounted Branch at Harperley Hall in the 1960's with my late husband, Tom Hoggarth. I also noticed my then next door neighbour's photograph, Ernie Burden.
I am now living in Western Australia and would love to hear from anyone who remembers us. Most likely contacts will be from Hartlepool, although we did live in Houghton le Spring, Toronto and Bishop Auckland

Death of a retired Police Officer - Chief Inspector Arthur Harness

It is with regret that we announce the death of ex Chief Inspector Arthur Harness who died on the 7th October 2010 aged 89 years. 
Mr Harness retired from Durham City in 1972 following 31 years service.  Ex Chief Inspector Harness had previously served at Brandon, Middlestone Moor, Tudhoe, Jarrow, Sherburn and HQ Control Room.    
Following his retirement Mr Harness worked as a Clerical Officer at Durham City Police office from 1973 – 1983.

BalloonRace1 Thousands of injured police officers are set to benefit from a balloon race with a difference; the difference being the fundraising event takes place online, rather than in the sky.

Every day police officers suffer injuries or experience serious illnesses. The Police Treatment Centres charity provides intensive physiotherapy and other services for these officers, and as a result many of them are able to return to work far sooner than expected. While this service is primarily funded by donations from police officers, additional funding is needed to meet the Charity’s running costs. To raise these vital funds, the Police Treatment Centres is holding a virtual balloon race in conjunction with www.rentaballonrace.com

Balloons can be purchased for £5 each from www.ptc.rabr.co.uk and the unique nature of the event means the position of the balloons can be followed minute by minute on Google EarthTM. Prizes for the balloons which cover the greatest distance include a 37” full HD television and a 64 GB Ipod Touch.

Gemma Pettman, PR and Fundraising Manager for the Police Treatment Centres, said: “This is a really unique event that our supporters can get involved in from the comfort of their own homes; there’s no need to stand outside in the cold for this balloon race. This is the first time we have held an event like this and we hope to raise a significant amount of money to help us support the many police officers who need our help."

The virtual balloon race is an eco-friendly alternative to the more traditional balloon race which can result in harm to the wildlife population, particularly sea birds, if they try to eat real helium-filled balloons when they land back on the ground.

The closing date for race entrants is 29 October. Balloons not paid for by this date will not be entered into the race which gets underway on 5 November.

It is with regret that we announce the death of ex-PC 1486 Alan LUNN of Winlaton, Gateshead, who died suddenly on 23rd September 2010 aged 73 years.
Mr. Lunn joined Durham Constabulary in 1966 and served in various sections at Chester-le-Street from which he was medically retired in 1988.

Help support a charity cycle ride in memory of PC 1444 Chris Barber

The club's 'root's' were laid down in April 2009 to record the 'antic's' of the hardy souls.... who initially rode the Coast to Coast cycle ride on the 11-13th September 2009.
The ride was in aid of St Teresa's Hospice, Woodland Road, Darlington, where Mr 'Absolutely Average' - PC 1444 Chris Barber (firearms) was cared for, by his wife Ann, family members & staff of the hospice before he sadly died, after a short illness on the 5th April 2009.  The ride was a great success and raised £10,254.47.
As a result of this and the friendship that came from within the group it was decided to continue cycling and so ‘The Absolutely Average Cycling Club’ came into being.

(For those of you who new Chris, you will be aware that this was one of his favourite sayings)

This year on the 3rd-5th of September the group are to cycle from Edinburgh to Newcastle on the Coasts & Castles Cycle Route, approx 200mls on a pedal cycle !!

Because we are all ‘absolutely average’ cyclists we decided to rename the route the Coast, CAKES & Castles 2010 route. (as hopefully we’ll be stopping for some Cake to ‘ease’ the saddle sores !!)

Once again the aim is to raise some funds for St Teresa’s Hospice in Darlington. Sadly it’s usually only when we are effected by someone being admitted to a hospice that we see the fantastic work that is being done to help families through traumatic times.

St Teresa’s certainly helped Chris & his family when he most needed it.

Many Thanks to Arthur Proud for sending a couple of photo’s that might just put a smile on one or two faces……
The 'uniform' picture was taken mid- July 1976 in the week that 'B' shift Darlington, set off on an overnight sponsored 'yomp' of the Lyke Wake Walk to raise funds for the Darlington swimming pool and faclities for the disabled. The second picture was taken about three weeks later when a cheque for over £1,000 was presented to the council - no small amount for the time – a PC’s pay was under £60 a month net in those days. Death of retired Police Officer (ex. Durham & Northumbria)

Retired Police Constable Michael BAXTER, 67 years, of Houghton le Spring,  died on Friday, 6th August, 2010.
Mr Baxter served in Durham Constabulary  prior to the amalgamation in1974, before transferring to Northumbria for the rest of his service. Details of his career are not known.

This years NARPO Conference at Torquay on the 10th September will feature a panel debate with questions from delegates focussed on the ‘Future of NARPO’. The panel of HMIC Bernard Hogan – Howe, Vice Chairman Police Federation Simon Reed, NARPO President Eric Evans and NARPO CEO Clint Elliott will respond.

Conference will be looking at every aspect of the organisation and asking ‘are we fit for purpose?’ Topics under discussion will include:

  • Is the current Branch structure suitable for the future? There are currently 111 Branches throughout England and Wales; some are more active than others. Some Branches respond to NARPO requests others do not.
  • Are we as efficient and financially sound as we should be? Maybe the amalgamation of Branches is not the answer but we need to look at ways of improving our effectiveness in providing a standardised level of service to all our members. Should we have larger hub branches covering, for example, a Force area that deals with all membership, financial and logistical matters, with smaller social and welfare groups sitting underneath it?
  • How do we attract volunteers to fulfil local branch functions? If we move to larger branches would it be appropriate to pay a salary to compensate for the demands that would be placed upon some roles.
  • Are our local welfare arrangements fit for purpose? How could they be improved?
  • How do we extend our membership base? There is evidence that  some Branches do not fully utilise the rules on membership and as a result potential members are missed simply because they haven’t served long enough to be a ‘full member’, when they could have joined as an ‘associate member’. Should the membership rules be relaxed?
  • Should we encourage police staff, community support officers, special constables and all former police employees to join NARPO?
  • Do we have sufficient representation on pre-retirement courses? Is the input we are giving relevant, up to date and delivered in the right style and by the right person? What other recruitment methods are appropriate
  • Image is important to prospective members and is the use of the word ‘retired’ still relevant? Many officers leave the police service and continue working in other employment – does the word ‘retired’ give them wrong impression? Would we be better using a different word? For example ‘former’ and should we consider changing the name of the organisation?
 It is hoped that delegates attending Conference will enter into the debate and that they will be honest and frank about their views.
 
Of the 111 branches that were asked to nominate, a staggering 31 branches will not have delegates at Conference, 11 branches declining to send any delegates with a further 20 failing to respond to the request at all!
 
We are anxious to get all views on this important matter and if you or your Branch is not being represented at Conference please send any questions for the panel or comments on the future to NARPO HQ. We will endeavour to put your questions to the panel on the 10th September.
 
If NARPO (or whatever we choose to call ourselves) is to survive through 2019 and the next 100 years, there will be many more questions, more changes and perhaps some pain, but it is vital that we all play our part now and take steps to ensure that however we approach the future it is done in best interest of current and future members and in a concerted manner.

Letter of appreciation

My mother suffered a stroke in December 08 and eventually resided at Tenlands Care home Ferryhill. However, her condition began to deteriorate earlier this year and she eventually transferred to the EMI (elderly,mentally.infirm) unit at Defoe Court in April.
In view of her condition with dementure I do not see any advantage to be gained by continuing her membership of NARPO. However, I would just like to say thank you to you and your members who have been so supportive to Nellie since my dad Mick Thornton died in 1992. I cannot think of another profession where such support is sustained throughout a lifetime.

Can you help? Research information required. Gateshead Borough Police

I am writing to you to enquire if any of your readers could help me with my project.
I am an ex Gateshead Special Constable (1976 - 1989) and joined the Met in 1989, where I am now a Sergeant based at Peel Centre, Hendon.
During my time at Gateshead I took a great interest in the local history of the old Gateshead Force. Since my time with Northumbria in the 1970's and 80's I have managed to collect a vast amount of information about the Gateshead Force between 1836 up to it's amalgamation in October 1968 with Durham.
The information I have includes information about officers who joined the force going back to 1836, therefore I do quite a bit of research for people who's relatives have served in the force. I have a web site at : www.gatesheadboroughpolice.com

Closure of Sports Complex Aykley Heads, Durham.

On behalf of the Chief Constable, Jon Stoddart, I regret to inform you that the Aykley Heads Sports Complex is to be permanently closed in the very near future.

I realise that many of our members will feel put out at the loss of this facility but with the stringent cuts imposed on the Police Budget for the ensuing year(s), drastic savings must be made!

Mr. Stoddart wishes it to be know that there are stark and obviously not very popular choices to be made. Cutting maintenance costs (i.e. imminent and essential extensive essential repairs to the Sports Complex) is a primary choice There will be many other reductions in service areas which may mitigate the necessity of in direct cuts to police and support staff personnel. Watch this space!

The most practical choices of cuts have been carefully costed, considered and instituted to minimise effects on the efficiency of the continuing fine service we to the public . I'm sure that you all have the interests of our Service at heart and will accept the cuts as outlined. If you have any queries, observations, suggestions or simply wanting to " rant", please forward your thoughts to the blog under 'comments' following this article.

Death of a retired Police Officer - PC1056 Barry Purdy Simpson

PC 1506 Barry Purdy Simpson It is with regret that we announce the death of ex PC 1506 Barry Purdy Simpson. 
 
Mr Simpson died on the 27th July 2010 aged 73 years.  He leaves a widow Marian.

Ex PC Simpson retired from Wear Valley Division in 1984 following 21 years service. 
 
He had previously served at Castle Eden, Addison Colliery, Sedgefield, Harperley Hall Mounted Branch and HQ Training.

Now There's a Great Idea !

Let's put the infirm seniors in jail, and the criminals in a nursing home.
This way the seniors would have access to showers, hobbies and walks, they'd receive unlimited free prescriptions, dental and medical treatment, wheel chairs etc. and they'd receive money instead of paying it out.They would have constant video monitoring, so they could be helped instantly ,if they fell, or needed assistance.
Bedding would be washed twice a week, and all clothing would be ironed and returned to them.
A guard would check on them every 20 minutes, and bring their meals and snacks to their cell. They would have family visits in a suite built for that purpose.
They would have access to a library, weight room,spiritual counselling, pool, and education.
Simple clothing , shoes, slippers, P.J.'s and legal aid would be free, on request.
Private, secure rooms for all, with an exercise outdoor yard with gardens. Each senior could have a P.C. a T.V. radio, and daily phone calls.
There would be a board of directors , to hear complaints, and the guards would have a code of conduct, that would be strictly adhered to.
The "criminals" would get cold food, be left all alone, and unsupervised. Lights off at 8pm, and showers once a week.
Live in a tiny room, and pay £600.00 per month and have no hope of ever getting out.
Justice for all ?

Does the Truth Hurt? Time to raise a wry smile .

Is it just me, or does anyone else find it amazing that during the mad cow epidemic our government could track a single cow, born in Bourne almost three years ago, right to the stall where she slept in the county of Lincolnshire ? They even tracked her calves to their stalls.
But they are unable to locate 2,500,000 illegal immigrants
 wandering around our country! Maybe we should give each of them a cow?

THE 10 COMMANDMENTS

The real reason that we can't have the Ten Commandments posted in a courthouse or Parliament is this: - you cannot post 'Thou Shalt Not Steal','Thou Shalt Not Commit Adultery' and 'Thou Shall Not Lie' in a building full of Lawyers, judges and politicians ..... It creates a hostile work environment....... 


This should bring some response from the politically correct brigade!

Death of retired Police Officer - Supt. 253 William T. Forrester

It is with regret that we announce the death of retired Superintendent 253 Mr William Thomas Forrester from Durham.who died on the 14/07/10 aged 75 years.
Mr Forrester retired from HQ in 1990 following 34 years service. He had previously served at Stockton, Billingham, Consett, HQ Traffic Patrols, HQ.

Death of a retired Police Officer - Inspector 481 Gary Waine

It is with deepest regret and sadness that we announce the death of ex Inspector 481, Gary Waine, aged 72 years, who died in Darlington Memorial Hospital on Wednesday 14th July, 2010.
Gary was the Chairman of the S.I.S. Association and a very active and passionate Chairman of the Durham Branch of the I.P.A. He will be sadly missed.

If you ever testify in court, you might wish you could have been as sharp as this policeman. He was being cross-examined by a defense attorney during a felony trial. The lawyer was trying to undermine the policeman's credibility...

Q: 'Officer -- did you see my client fleeing the scene?

A: 'No sir. But I subsequently observed a person matching the description of the offender, running several blocks away.'

Q: 'Officer -- who provided this description?

A: 'The officer who responded to the scene.

Q: 'A fellow officer provided the description of this so-called offender. Do you trust your fellow officers?

A: 'Yes, sir. With my life.

Q: 'With your life? Let me ask you this then officer. Do you have a room where you change your clothes in preparation for your daily duties?

A: 'Yes sir, we do!

Q: 'And do you have a locker in the room?

A: 'Yes sir, I do.

Q: 'And do you have a lock on your locker?

A: 'Yes sir.

Q: 'Now why is it, officer, if you trust your fellow officers with your life, you find it necessary to lock your locker in a room you share with these same officers?

A: 'You see, sir -- we share the building with the court complex, and sometimes lawyers have been known to walk through that room.

The courtroom EXPLODED with laughter, and a prompt recess was called. The officer on the stand has been nominated for this year's 'Best Comeback' line -- and we think he'll win.

Staying at a Hotel ? (this is worth reading)

Always take a small magnet on your holiday, they come in handy at the end of it.
Thought you all needed to know this
This is pretty good info. Never even thought about key cards containing anything other than an access code for the room!

Hotel Key Card
Ever wonder what is on your magnetic key card?
Answer:
a. Customer's name
b. Customer's partial home address
c. Hotel room number
d. Check-in date and out dates
e. Customer's credit card number and expiration date!

When you turn them in to the front desk your personal information is there for any employee to access by simply scanning the card in the hotel scanner.. An employee can take a hand full of cards home and using a scanning device, access the information onto a laptop computer and go shopping at your expense.
Simply put, hotels do not erase the information on these cards until an employee reissues the card to the next hotel guest. At that time, the new guest's information is electronically 'overwritten' on the card and the previous guest's information is erased in the overwriting process.
But until the card is rewritten for the next guest, it usually is kept in a drawer at the front desk with YOUR INFORMATION ON IT!
The bottom line is: Keep the cards, take them home with you, or destroy them. NEVER leave them behind in the room or room wastebasket, and NEVER turn them into the front desk when you check out of a room. You'll be sure you are not leaving a lot of valuable personal information on it that could be easily lifted off with any simple scanning device card reader.
For the same reason, if you arrive at the airport and discover you still have the card key in your pocket, do not toss it in an airport trash basket. Take it home and destroy it by cutting it up, especially through the electronic information strip!
If you have a small magnet, pass it across the magnetic strip several times. Then try it in the door, it will not work. It erases everything on the card.

Death of a retired Police Officer - Sgt 31 John Scott Anderson

It is with regret that we announce the death of ex Sgt 31 John Scott Anderson of Cleadon, Sunderland. Mr Anderson died on the 24th June aged 94 years. He does not leave a widow.
Ex Sgt Anderson served with South Shields Borough for 26 years before retiring in 1962.
The funeral service has already taken place but donations in lieu of flowers may be forwarded to The Parkinson's Disease Society, c/o The Treasurer, PO Box 748, Wallsend, NE28 5DE.

Understanding the future of Police Pensions. N.A.R.P.O. update & views

THE BUDGET AND POLICE PENSION INCREASES


As a result of numerous enquiries at Head Office following the Chancellors Emergency Budget last week I thought it prudent to update you on our current understanding of the implications of the budget on Police Pension increases.
Police Pensions are increased under the provisions of the Pensions (Increase) Act 1971 and Section 59 of the Social Security Pensions Act 1975. The latter provides for public service pensions to be up-rated at the same time and by the same percentage as the increase in the additional pension provided under the State Earnings Related Pension Scheme (SERPS), which has traditionally been based on the September to September increase in the Retail Price Index (RPI).
In the Emergency Budget the Chancellor announced that the Government will use the Consumer Price Index (CPI) for the indexation of benefits and tax credits from April 2011, but more significantly for police pensioners, the Chancellor also announced that the change would also apply to public service pensions through the statutory link to the indexation of the Second State Pension (which replaced SERPS in 2002).

What does this mean to police pensions?

In our view this means that in April 2011 police pensions will increase by the same percentage as the RPI increase from September 2009 to September 2010.
Thereafter the indication from this budget is that police pensions will increase annually in April by the same percentage as the CPI increase from September to September.
This in real terms reduces the value of police pension increases as the RPI is generally higher than the CPI and when calculated over a period of over 20 years would amount to a significant amount of money.
We are currently discussing with other public sector pensioner organisations the full implications of the emergency budget and are considering a response and any future course of action we may consider taking, bearing in mind the assurances given in April 2010 by all three major political parties, that there were no plans to change the current index-linking of pensions in payment.

Firstly can I offer my congratulations to you, your Committee, Durham Executive, volunteers and all who gave up their time to make the reunion so memorable. Mine was a flying visit from Cyprus as you know, but I'm so glad I made it. To see and chat to so many people from the past was great. Shame the weather was inclement but it didn't spoil the day. On a bit of a downside Alan I was somewhat disappointed that so many of our peers from the early sixties to the late nineties didn't turn up. Given the success of your occasion, is there anything you and your colleagues think can be done to encourage their attendance next time around - I'm sure it was their loss and not ours. Brilliant day and thanks to all those who put in the effort to make it a success. Your efforts in updating the 'blog' with all the photos etc must take you well into the night !! I'm still commiserating with the Military community here over our PATHETIC performances in South Africa - my annual pension doesn't even equate to one weeks wages for most of them. Prima Donnas - go home in shame !! You and your colleagues efforts would eclipse theirs. Well done all.

What a good idea to wear our name tags to remind us of who we are and who "what's ' is/'er name is!
Three hours passed far too quickly. The choir and the band were excellent. I have many happy memories of the band in the '70s when I marched in front at the many public performances of those years. Not having had time due to gossiping so much ( I think we occupied the same bit of floor all afternoon) to see much of the exhibits or even buy a raffle ticket....

Thoughts on the Spectacularly Successful Garden Party 13th June, 2010

This was the showcase of the new relationship between Durham Constabulary and its many retired employees both police and support staff. We had retired officers and staff from as far afield as Cyprus, Scotland, Gloucester, Oxford (Retired Chief Constable George Hedges - a keen supporter of the Force and in particular, our Durham Branch N.A.R.P.O) and many others too many to mention. Remember this is just a new beginning. Look out for even greater things.

Thanks must be given for the extensive hard work and close cooperation between leading members of the Durham N.A.R.P.O. Committee and Durham Constabulary's Planning Team/ Corporate Communications Officers. The 'coming together' was made possible by the dynamic organisational skills afforded through Chief Constable Jon Stoddart and Deputy Chief Constable Mike Barton- who pledged themselves to show that we truly are a 'family Force' once again. The holistic exercise was a demonstration of what can be achieved if all parties are really committed.

' Well done everyone' on behalf of all retired members and serving officers (both on and off duty) who were privileged to share in such a wonderful day. With grateful thanks to all actively involved in making the day so memorable.

Update on Jeff Miller

We told you in May that retired PC 431 Jeff Miller had been rushed to Newcastle General hospital after suffering brain hemorrhage. (http://durhamnarpo.blogspot.com/2010/05/hospital-visits-jeff-miller.html)
We're pleased to report that Jeff has been discharged from hospital and is now recovering at home under the watchfull eye of his wife Eunice. Mayonnaise Jar & Two Beers..

When things in your life seem almost too much to handle, when 24 hours in a day are not enough, remember the mayonnaise jar and the 2 Beers.

A professor stood before his philosophy class and had some items in front of him..
When the class began, he wordlessly picked up a very large and empty mayonnaise jar and proceeded to fill it with golf balls.
He then asked the students if the jar was full.
They agreed that it was.

The professor then picked up a box of pebbles and poured them into the jar He shook the jar lightly.
The pebbles rolled into the open areas between the golf balls.
He then asked the students again if the jar was full.
They agreed it was.

The professor next picked up a box of sand and poured it into the jar.
Of course, the sand filled up everything else.
He asked once more if the jar was full.
The students responded with a unanimous 'yes.'

The professor then produced two Beers from under the table and poured the entire contents into the jar effectively filling the empty space between the sand.
The students laughed..

'Now,' said the professor as the laughter subsided, 'I want you to recognize that this jar represents your life.
The golf balls are the important things---your family, your children, your health, your friends and your favorite passions---and if everything else was lost and only they remained, your life would still be full.
The pebbles are the other things that matter like your job, your house and your car.
The sand is everything else---the small stuff.
'If you put the sand into the jar first,' he continued, 'there is no room for the pebbles or the golf balls.
The same goes for life.
If you spend all your time and energy on the small stuff you will never have room for the things that are important to you..
Pay attention to the things that are critical to your happiness.

Spend time with your children.
Spend time with your parents.
Visit with grandparents.
Take time to get medical checkups.
Take your spouse out to dinner.
There will always be time to clean the house and fix the disposal.
Take care of the golf balls first---the things that really matter.
Set your priorities.
The rest is just sand.
One of the students raised her hand and inquired what the Beer represented.
The professor smiled and said, 'I'm glad you asked.'
The Beer just shows you that no matter how full your life may seem, there's always room for a couple of Beers with a friend. (Next NARPO meeting - 12th July !!)

Death of a retired Police Officer - PC 480 Robert Bristowe Bennett

It is with regret that we announce the death of ex PC 480 Robert Bristowe Bennett of Wigtownshire, Scotland. Mr Bennett died on the 10th May 2010 aged 89 years.
Ex PC Bennett retired from Sunderland in 1973 following 26 years service. He had previously served at Washington, Sedgefield, Jarrow, Seaham and Castletown.

Death of Retired NARPO member (Gateshead Branch)

I have been informed by Bill Hardman (ex Durham police officer in the mid 1960s) of the  the death of his father, Colin Bowes Hardman who died on 31st May, 2010 aged 85 years.

Colin Hardman was a Chief Inspector in Gateshead Borough, transferring to Durham Conmstabulary in 1968 with the incorporation of the Borough Forces  and serving thereafter as Superintendent at Whickham. In 1974, he became a Northumbrian officer and served as Chief Superintendent at South Shields.

For information only: William(Bill) Hardman  joined Durham Constabulary in 1965 , transferring on promotion to Sergeant in 1973 to Hertfordshire. He went on to retire as Superintendent in 1995

Garden Party - a 'big' success...

The Garden Party took place on Sunday 13th June, as a result of the hard work put in by members of Durham NARPO's committee (shown above)  and was a resounding success.
After opening addresses by Chief Constable Jon Stoddart and NARPO Chairman, Alan Watson, the guests were treated to entertainment from the Constabulary choir & band, together with displays from the dog section, firearms unit and motorcycle section. There were many static displays to look at and some excellent food. A great afternoon's entertainment with a real 'family' feel to it, giving everybody the chance to  'catch up' with old friends and colleagues.
All the current Durham Executive, Heads of departments and members of the Police Committee,  were in attendance together with retired Chief Constable George Hedges, who returned 'home' from Oxford to Durham for the day....

Have you checked your driving licence lately? IMPORTANT reminder

Renewing Your Photo Driving Licence every 10 years
If you didn`t know that you need to renew your photo card driving licence after 10 years, then you may well be one of the 40,000 drivers across the UK who are breaking the law-many of whom are doing so unwittingly.
Many motorists believe that their photo card licence-like the old style green paper licences-are valid right up until they turn 70 years of age. In actual fact they expire after a 10 year period. The reason this has come to light recently is because the photo cards were first introduced in 1998, and so 2008 saw the first ten year expiry dates come up and catch thousands of drivers out. Since July 2008, around 170,000 UK licences have expired and by the end of January 2009, more than a quarter of those motorists who are due to renew their licences with the DVLA, hadn`t done so.
Qualified drivers are still entitled to drive a vehicle if their photo card licence has expired, but what they must be aware of is that they could be charged with the offence of failing to renew their photo card licence. If the matter went to court you could end up with a £1000 fine.
Implications on your vehicle insurance if you are fully comprehensive
You may find that if your photo card licence has expired, then your insurance company will refuse to pay up for any claims you make. If this happens, you will be able to appeal, and if your photo card licence is being processed (i.e. you’ve actually applied for renewal) you will usually be ok. However this decision will be down to the insurance company themselves and what their individual policies are for this type of situation. However if you were involved in an accident you will still be covered for third party claims, regardless of whether your photo card licence was still in date.
A check with the Force insurers has confirmed that the insurance cover provided to all police staff whilst driving police vehicles under such circumstances would not be effected.
Please take the time to check the expiry date of your photo card driving licence, and if it is out of date renew it now to avoid inadvertently falling foul of the law and potentially jeopardising the status of your personal vehicle insurance!!
Your expiry date is to be found at section 4b on the front of the photo card licence.
DVLA should send you out a renewal pack a couple of months before the expiry of you photo card licence-so if they do, complete it and send it off to DVLA. Be careful not to disregard or discard this as `junk` mail. If you don`t receive a renewal pack, get a D1 form from the post office or from the DVLA online form ordering services.
To renew the photo card licence will cost you £20.

Death of a retired Police Officer - DC 538 Peter A Eddy

It is with deep sadness that we must inform you of the death of former DC 538 Peter A EDDY who died on 5th June 2010 aged 49 years.
Peter was appointed to Durham Constabulary on 18th May 1981 and served at Durham Darlington and Wear Valley, joining CID in 1985. 
He went on to serve at Darlington CID, Drug Squad and at HQ CID (Intelligence).  He retired medically, from HQ CID Economic Crime Unit on 11th March 2010.

Just in case you've been on another planet in recent weeks, please note that the first, all new Reunion Garden Party jointly organised by Durham Constabulary and the Durham Branch of the National Association of Police Officers ( N.A.R.P.O.) will be held at Durham Police H.Q. Aykley Heads on Sunday, 13th June, 2010. 2pm - 5pm
N.B. Admission strictly by ticket only (FREE but applied for in advance)

Death of a retired Police Officer - D/Sgt 1358 Steven Kitching

It is with regret that we announce the death of ex-D/Sgt 1358 Mr Steven Kitching of Shotton Colliery who died on 30th May 2010 aged 53 years. Mr Kitching leaves four children Emma, Stephen, Adam and Nick.
Mr Kitching served with the Royal Marines before joining Durham Constabulary in 1978. He retired from Durham City in 2007 having also served at Consett, Darlington, Spennymoor, HQ CID, Easington, Regional Crime Squad and Chester-le-Street.

Death of a retired Police Officer - P.C. 584 Mr William Terence Callaghan

It is with regret that we announce the death of ex P.C. 584 Mr William Terence Callaghan of Chester-le-Street who died on 24th May 2010 aged 76 years.
Mr Callaghan joined the Constabulary in 1955 and retired from Chester-le-Street in 1982, having previously served at Consett, Ryhope Colliery, Bishop Auckland and HQ.

Mr McGranaghan retired from HQ Comms in 1995 following 33 years service. He had previously served at Darlington, Durham, Croxdale and Meadowfield.

Hospital Visits - Jeff Miller

NARPO member, Jeff Miller (ex PC 431 Traffic) recently (2nd April) suffered a brain hemorrhage and was rushed to Newcastle General where he underwent emergency surgery.
Jeff has subsequentley been transferred for rehabilitation to Ward 17 of Bishop Auckland General Hospital.
I have spoken to Jeff's wife Eunice and she would be glad if anybody who know's Jeff could drop in and spend a few minute's with him.
Visiting is all day but if you could avoid meals times it would be appreciatted.
Jeff is suffering from short term memory loss and Eunice has a book in the room where you can write down your name etc so that she can talk to Jeff about your visit to help with his rehabilitation (long term memory is excellent)
So... if you're over in the Bishop area and have a few minute's to spare (and help out a fellow NARPO member) then call in and give Jeff a visit and 'catch up' on old times etc...

Death of retired Police Officer - Ch/Inspector John Gordon Brown

Ch/Inspector John Gordon Brown, from Chester-le-Street, died on 21/04/10 aged 76 years.
Mr Brown retired from Aycliffe in 1988 following 34 years service having previously served at HQ, Chester-le-Street, Birtley, Traffic Patrols, C.I.D, Darlington, Crook, South Durham, Silksworth, Sunderland, C.I.D Drug Squad and HQ Comms.

Death of a retired Police Officer - Sgt Harry Jacobs

Retired Sgt Harry Jacobs of Perthshire, Scotland. Mr Jacobs died on the 14th April 2010 aged 86 years.
Mr Jacobs retired from Newton Aycliffe CID in 1976 following 28 years service. He had previously served at West Hartlepool, Belle Vue, Ushaw Moor, HQ CID, Darlington, Roseworth and Peterlee.
